The opportunity:
Victoria-by-the-Sea is a beautiful coastal community nestled on the south shore of Prince Edward Island. The community is known for its dedication to built and natural heritage as well as fostering close ties between neighbours. Some would call it “tight knit” with a population that hovers around 100 people. Victoria, as a place to live and work, is a cultural hub for craftspeople & artisans, theatre and culinary professionals. Victoria also supports an active fishing and farming community and there are a number of successful businesses within our small community. In the summer the community bustles with activity as it welcomes thousands of visitors and in the winter, year round residents enjoy the peace and quiet of rural village life.
Victoria is currently seeking a Chief Administrative Officer (CAO) to be responsible for the overall administration, financial and human resource management of the municipality. The CAO oversees the implementation and delivery of programs and services that are approved by council and ensures that these programs and services are delivered to all residents and ratepayers in a manner that makes efficient and effective use of resources. The CAO is the principal advisor to council and is responsible for ensuring that council is informed of their legislative responsibilities under the PEI Municipal Governance Act, and has all other relevant information necessary to make informed decisions on municipal matters.
Responsibilities and duties include but are not limited to:
- Administration – Prepare minutes, agendas, resolutions, by-laws, records retention, ensure records are available to the public
- Policies/Programs/Service Delivery – Advise on all policy matters, recommend new initiatives and changes, answer public requests & complaints, prepare proposals for projects, deliver programs and services on behalf of Council
- Financial Management – Administer taxes and water/sewer, prepare annual budgets for operating and capital expenditures, monitor and report on finances, ensure accurate records are kept, undertake the yearly audit
- Human Resource Management – Manage municipal employees and contractors, including appointments, training, evaluation, promotions, and dismissalsOur ideal candidate will possess skills in municipal or non-profit administration, financial management/accounting, and human resource management. Strong communication, analytical, and leadership skills are just some of the requirements of the position. Desired candidates will have post-secondary education in a relevant discipline or equivalent experience through employment. Our compensation package is $40,000 per annum based on a 35 hour work week (some evening and weekend work required). The position will commence immediately after the hiring process is complete, which is anticipated to be mid-April, 2019. The term of this contract is one year, with possible extension.
